Dr. Carrie Register-Haley enlisted in the Army Adjutant General Corps in 1985, and retired after serving 21 years as Chief Warrant Officer Three in 2006. Before joining Department of Homeland Security, United States Citizenship and Immigrations Services, as the Special Assistant to the Chief Information Officer, Office of Technology in May 2017, she served the nation for over 13 years as Chief Military Personnel and Deployments at Defense Information Systems Agency and Director of Military Personnel and Administration at the Defense Logistics Agency. In her current position as the Department of Homeland Security, Office of Information Technology, United States Citizenship and Immigrations Services, Organizational Developer Carrie plans and establishes an organizational analysis program that encompasses extremely large, difficult, and diverse projects for the organization.

She collaborates with and builds the capacity of leaders at all levels of the organization to assess barriers to performance, engage internal stakeholders to identify appropriate interventions, and facilitate change processes. She further assesses the implications of changes in areas such as center goals and strategies, management systems, organizational structure, and applicable guidance and regulations. Carrie serves the C suite by providing advice and consultation to senior executives and other leaders on matters related to existing or merging organizational situations, issues and training needs.

Carrie is a Certified Professional Coach from Institution for Professional Excellence in Coaching (iPEC). Her approach to Executive and Leadership Coaching is rooted in re-energizing, re-empowering and rediscovering a passion for what you want to accomplish. Carrie is a certified Energy Leadership Index (E.L.I.)Master Practioner, Leadership Agility 360 Coach, and Certified TotalSDI Facilitator and serves as a Treasury Executive Institute Coaching Cadre and USCIS Coaching Ambassador.
